Turn the dragon board in to a remote control for a TV

I am working on turning my dragon board 12 USB in to a remote control. I got the keypad programmed, and I can send a basic IR signal.
The next step I feel is to send a specific binary signal over the IR transmitter. This is where I am stumped and now sure how to program this.

I will be thankful for any advice.
