This isn't a schematic, but I'd look to see if your device is supported by the PICkit2. It is about $50 with a target board. Your problem is then adapting the PICKit's header connector to the pins of the ZIF or DIP socket.

You may also want to put the pickit2 header on the board(or leave holes for the same) and in-circuit program.

Unless you intend to make thousands(of programmers), I doubt you are going to do much better on the price. And it supports just about any flash PIC you will encounter. Plus if you blow it up, usually microchip is good about replacing it.
