i would like to tell me the best pcb program to make my projects

because i used eagle program but its routing not good in complex
project and i tried to use protel program but i failled

please tell me what i do

Routing is an extremely hard thing to do right. Cheap software can
not do it. Expensive software doesn't do it very well. Very expensive
software can do it well.

Learn to do it manually. Let the software keep track of the nets so
you don't short one to another, and that you make all the connections
in the schematic. Let the software do DRC, but don't totally trust
that it will find everything.

Same here. The cheap/free programs are fine for simple circuits but I
still usually do a little tweaking.

For a lot of what I do (microwave circuit design where the copper traces
ARE the components) I can't afford a program that could design a whole
board for me.

Have a look at www.freerouting.net

It's freeware and can use Eagle files as input.
